This chair is for sure not a fake or copy. It is actually a prototype for the fourth edition Panton Chair from Vitra and it has been in the home of a Vitra worker since they made it around 1998-99.

According to the previous owner it was just a little too soft compared to the version they finally put in production. I don’t have any serial made to compare but it is fully functional.
